On 6 June 2006, United Nations Deputy Secretary-General Mark Malloch Brown spoke at a Century Foundation and Center for American Progress event in New York. The UN issued the text as DSG/SM/287. The official text, as preserved on Wikisource from the UN document, includes this sentence: “But that is not well known or understood, in part because much of the public discourse that reaches the US heartland has been largely abandoned to its loudest detractors such as Rush Limbaugh and Fox News.” He called that “stealth” diplomacy. He framed the speech as “a sincere and constructive critique of US policy towards the UN by a friend and admirer.”
Fox News aired the line on Hannity & Colmes, June 7, 2006, and ran a transcript.
